Scott County Health Department is responsible for regulation of sewer systems serving 4 homes or fewer or less than 15 people, while the Iowa Department of Natural Resources (DNR) has primary responsibility for larger (public) systems. Environmental health specialists at the SCHD are available to help contractors and homeowners comply with the minimum state standards developed by the Iowa DNR for private sewage disposal systems (PSDS).
The Iowa DNR also licenses all commercial pumpers of septic tanks. Although the Iowa DNR is responsible for licensing of commercial septic tank cleaners, the Scott County Health Department is responsible for enforcement of the regulations and inspections.
