Adoption of 2021 International Building, Residential, and associated Codes

Scott County, in collaboration with the Cities of Davenport, Bettendorf, and Eldridge, anticipates adopting the 2021 International Building Code, 2021 International Residential Code, and associated Codes, effective January 1, 2025. In anticipation of that action public meetings were held in Bettendorf and Davenport in Fall 2024. It is anticipated that the first reading of the amended ordinance will occur at the Scott County Board of Supervisors' regular meeting at 5:00PM on November 7, 2024, in the Board Room of the Scott County Administrative Center, 600 W 4th St, Davenport, IA 52801.

If approved, the Building Codes in effect as of January 1, 2025 will be:

  • International Building Code 2021 Edition (IBC)
  • International Energy Conservation Code 2015 Edition (IECC)
  • International Existing Building Code 2021 Edition (IEBC)
  • International Residential Code Edition 2021 (IRC)
  • International Mechanical Code 2021 Edition, as adopted by the State of Iowa (IMC)
  • International Property Maintenance Code 2021 Edition (IPMC)
  • International Swimming Pool and Spa Code 2021 Edition (ISPSC)
  • National Electrical Code 2020 Edition, as adopted by the State of Iowa (NEC)
  • Uniform Plumbing Code 2021 Edition, as adopted by the State of Iowa (UPC)

Additionally, the State of Iowa is considering adopting the 2023 Edition of the National Electric Code, and if adopted Scott County would follow suit. The Iowa Electrical Examining Board plans to discuss this topic at a Board Meeting scheduled for 10:00am, November 21, 2024. Scott County Planning and Development issues building permits and performs inspections for unincorporated Scott County including Park View, and through intergovernmental 28E agreements the department also performs these services for the Cities of Dixon, Donahue, LeClaire, Long Grove, McCausland, Panorama Park, Princeton, and Riverdale.

Prior to submitting for county building permits for work in the cities of Dixon, Donahue, LeClaire, McCausland, Panorama Park, Princeton, and Riverdale, please contact the respective city to obtain zoning approval of the proposed construction. Include documentation of that zoning approval with your county permit submittal.
