If there is a private sewage disposal system on the property being transferred.
Iowa's time of transfer inspection law (SF261) requires that every home/building served by a septic system have that septic system inspected prior to the sale or deed transfer for the home/building. All inspections must be conducted by a certified inspector.
You must submit a certified inspectors report – Time of Transfer Inspection Report (DNR Form 542-0191).
If the weather or other temporary physical conditions prevents the certified inspection on the private sewage disposal system from being conducted, the buyer must execute a binding acknowledgement (Time of Transfer Inspection Agreement Binding Acknowledgement for Future Inspection) with the county Board of Health. (Read Item 6. on the Groundwater Hazard Statement).
