Job Summary

Under general supervision, of the County Engineer and Assistant County Engineer, the Senior Engineering Technician provides technical support to secondary roads projects, to include conducting quality and progress inspections. Participates in surveying, designing and planning construction and maintenance projects. The Senior Engineering position requires the applicant to meet the Iowa Department of Transportation of a certified NBIS Team Leader. If the applicant does not meet this qualification, the position may be filled as an Engineering Technician, with a full salary range of $58,593.60 and $80,787.20.

Job Responsibilities

Essential duties and responsibilities may include, but are not limited to, the following:

  • Inspects construction projects to ensure compliance with specifications and prepares documentation to submit to the IDOT; monitors the progress of outside contractors to ensure work meets specifications and quality standards.
  • Performs safety inspections and evaluations of all highway bridges under county jurisdiction which are located on public roads, in accordance with National Bridge Inspection Standards (NBIS).
  • Performs routine inspections as well as inspections on demand; enters inspection information into statewide database; reviews documentation in the bridge inspection records.
  • Monitors the activities of Secondary Roads crews and provides technical assistance at job sites to ensure compliance with specifications.
  • Performs miscellaneous duties to include traffic counting, pavement marking, and material testing,
  • Surveys proposed job sites to compile information and determine design parameters in preparation for the design phase of a project; compiles research needed in completing the survey accurately.
  • Stakes out bridges, roads, and right-of-way for contractors and secondary roads crews.
  • Develops construction plans which meet standards and criteria set by IDOT and reflect sound engineering design practices.
  • Develops and compares engineering studies; calculates necessary quantities of labor and materials to determine cost-effective solutions to problems associated each assigned design plans; interprets field data to prepare the most suitable Design Plan.
  • Utilizes Computer Aided Drafting (AutoCad) and additional software packages to accurately and efficiently prepare plans and documents for bid lettings.
  • Maintains records of road maintenance to provide timely and accurate information related to conditions of County roads; uses of Arc GIS to keep track of the conditions and information of the road system.
  • Provides feedback and answers questions from County residents to ensure concerns are accurately and adequately addressed.
  • Provides work direction for Engineering Intern to outline tasks and monitor the progress of assigned projects.
  • Demonstrates the ability to exemplify, by his/her actions, the County PRIDE philosophy.
  • Performs related duties as assigned.

Standards for Initial Consideration

MINIMUM QUALIFICATIONS

Education, Training, and Experience Guidelines
Associate's degree in Civil Engineering, Construction Engineering Technology, or related field; AND three (3) or five (5) years of civil engineering experience; OR an equivalent combination of education, training, and experience.

Knowledge of:

  • Applicable local, State, and Federal laws, codes, regulations, and ordinances.
  • Iowa DOT specifications and design aids.
  • Engineering design practices and principles.
  • Records maintenance and retention policies, procedures, and practices.
  • Construction materials, tools, methods, and equipment.
  • Surveying methods.
  • Work safety policies, procedures, and practices.


Skill in:

  • Reading and interpreting engineering design plans.
  • Operating a computer to include standard software and some specialized engineering and design software.
  • Conducting thorough project site inspections to identify quality issues and determine progress.
  • Maintaining accurate records.
  • Conducting research and compiling relevant data.
  • Establishing and maintaining cooperative working relationships.
  • Communicating effectively verbally and in writing.


LICENSE AND CERTIFICATION REQUIREMENTS

Must possess National Bridge Inspection Standard Certification and meet qualifications of a team leader pursuant to 23 CFR 650.309(b) and Iowa Department of Transportation requirements.

Iowa Department of Transportation certifications as an Aggregate Technician, Level I Hot Mix Asphalt Technician, Level I and Level II Portland Cement Concrete Technician and/or the ability to obtain certifications within one (1) year of hire.

Must obtain Iowa Department of Transportation technician certifications within a time frame as established by the employer and maintain throughout the duration of employment.

Must possess a valid Driver's license.

Supplemental Information

PHYSICAL DEMANDS AND WORKING ENVIRONMENT
Work is performed in a standard office environment and in the field at various construction project sites. While in the field, may be exposed to dangerous tools, equipment, and machinery; hazards associated with traffic, extreme outdoor weather conditions, and hazardous chemicals.
May be required to traverse uneven terrain, climb in and out of ditches, and lift and move objects weighing up to 50 pounds.
