RE:  Flood Debris Clean-up Guidance for the Unincorporated Scott County Residents

Scott County Secondary Roads and Conservation, in partnership with the Waste Commission of Scott County, will be assisting with the collection of debris from recent Mississippi River flooding for residents living in unincorporated Scott County.

All unincorporated County residents who were impacted by the Mississippi River flooding are asked to have the approved flood debris to the public right of way, near your road, by Wednesday, July 31st, 2024, at 07:00 AM.  Please have your debris sorted in the approved piles (construction, bulky waste, large appliances) in order to assist with collection schedules.  The only items that will be collected are what’s listed on the Flood Debris Removal Guideline graphic (see attached).

The collection will start in the northern part of the County and continue south until every unincorporated area has been collected once.  Secondary Roads and Conservation will not be returning to areas for additional pick up after the area scheduled pick up is complete

Who is eligible to receive the debris collection support on this media release?

  • This media release and the information are specific to the residents who live in the Unincorporated areas of Scott County, and impacted by Mississippi River flooding.

When will the collection begin?

  • The collection will begin on Wednesday, July 31st, 2024, at 07:00 AM.  Clean-up will start in the northern area of the Unincorporated parts of the County and proceed south until each area has been collected one time. 

When will they reach my area?

  • Because it’s dependent on how much debris is needed to be cleared away, we cannot determine how long the process will take. 
  • All residents are asked to have the eligible debris listed below separated into those category types and ready for pickup on Wednesday, July 31st, 2024, at 07:00 AM.  Please place the debris on the public right-of-way near the road.

Where should I place the items for collection?

  • Please have the items separated into the listed categories and staged on the public right-of-way near the roads.

What if I miss the collection?

  • Secondary Roads and Conservation will not return to areas for additional pick up after the scheduled pick up is complete
  • At that time, any debris that was not placed in the correct location or didn’t meet the collection type will be left to the responsibility of the resident to dispose of the debris appropriately.

 

What debris will they collect? 

Please have the items listed separated into these pile categories:

  • Construction debris (building materials, drywall, lumber, carpet, furniture, plumbing, sandbags)
  • Bulky waste (flood-impacted furniture, doors, carpet, padding)
  • Large appliances (Refrigerators, washers, dryers, water heaters)

 

What will NOT BE collected?

  • Household garbage (bagged garbage, discarded food, packaging)
  • Hazardous materials (oil, pesticides, paint, cleaners, compressed gases, propane tanks)
  • And electronics (TVs, stereos, computers, tablets, printers);

What if they only picked up part of what was put out for collection?

  • If the items you placed out for collection are under the approved items, then it’s possible their trucks were full and needed to dispose of the items already picked up.  They will come back for the remaining items.
  • If the items you placed out for collection were not on the approved items list, you will need to safely dispose of those items.

  • Please see the resource listing for disposal locations for items not listed on the guidelines.

Media Release

For immediate release

The American Red Cross and Salvation Army continue to support residents affected by flooding with potable water. Starting July 22, 2024, they will also distribute flood cleanup kits.  Distribution will take place on Monday, Wednesday, and Friday from 3 PM – 5 PM through July 26, 2024.  Residents can pick up these items from the following distribution points:

  • Former Pleasant Valley Fire Station building

Iowa Individual Assistance Grant Program & Legal Aid

On July 15th, Iowa Governor Kim Reynolds signed a disaster proclamation for Scott County as one of several Iowa Counties impacted by flooding. That proclamation allows grant assistance and case management services to be made available to affected residents for needs including: auto and home repairs, clothing, food and emergency housing. Individuals and families must meet income eligibility guidelines to qualify for the Iowa Individual Assistance Grant Program. There are no income eligibility guidelines for case management assistance.

The American Red Cross and Salvation Army are supporting residents currently impacted by flooding who lack access to clean, potable water.  Water distribution will begin Monday, 07/08/2024, and will continue every Monday, Wednesday, and Friday from 3 pm – 5 pm through 7/26/2024.  Residents can pick up water from the following distribution points:
